Pandit Rasbihari was born in anillustrative family of intellectuals. His late father Shri Ranbir Singh 'Amar'(Amar Abadabadi) was a famous Author, Journalist, and Poet of the country. His maternal grandfather Sardar Bahadur Singh, was a recognized Tabla player of AIR Lahore and Jullundur respectively. Pandit Rasbihari was initiated into music at the very early age of five by his father. Later he continued his studies of sitar-playing under Master Lal Singh of Patiala Darbar, in the Patiala Music Gharana (School) at Patiala, then at the Music Academy run by one Mr. M. L. Dewan at Chandigarh. He finally completed his training under Pandit Uma Shankar Mishra, the famous disciple of Pandit Ravi Shankar. Apart from acquiring a bachelor's degreein arts. he is proficient in many languages such as English, Hindi, Urdu, and Punjabi.

Pandit Rasbihari became a radio artists at the age of 18 and today he has gained recognition as one of the leading sitar players of India . Apart from performing in all the prominent music festivals and music conferences throughout the country he has performed in numerous National Radio and TV programmes.
In 1974 Pandit Rasbihari became a member of the panel of music directors for the "Film Division", a government department for making documentary films. To date he has more than 100 films to his credit as music director Out of these about ten of his films has got awards in national and international film festivals. He has also composed music for many television plays and serials. He was also assigned to conduct Delhi University Choir of about two hundred students in the opening ceremony of Nymfest, Delhi. He frequently writes music and conducts orchestra of the Government of India. He Has numerous light music compositions to his name many of which have won prizes in All India Radio's Annual Awards.
